I found this great article in the Harvard Business Review written by Robert Sutton called "How to be a Good Boss in a Bad Economy". He was also interviewed and has a video featured in the McKinsey Quarterly. He describes what he calls a "Toxic Tandem" which describes the relationship of people with power over those without:
